Gone too soon

With a deep sense of loss and total submission to the will of The Almighty, I wish to officially notify you of the death of Dr. Oluyinka Kayode (MBBS, FWACP) which occurred on 18th May 2021. Until his death, he was a Consultant Nephrologist with FMC Abeokuta, Nigeria.

WEST AFRICAN COLLEGE OF PHYSICIANS (NIGERIA CHAPTER)

47th ANNUAL GENERAL AND SCIENTIFIC MEETING HELD AT ABUBAKAR TAFAWA BALEWA UNIVERSITY BAUCHI FROM 11TH – 15TH JULY 2023

COMMUNIQUÉ

PREAMBLE

The 47th Annual General and Scientific Meeting (AGSM) of the West African College of Physicians (WACP-Nigeria Chapter) was held at the Sustainable Procurement Environment and Social Standards Centre of Excellence, Abubakar Tafawa Balewa University, Bauchi Between 11th and 15th July 2023.

The theme of the conference was “Health Related SDGs in Nigeria: The Progress so far”. The subthemes were:

1. Challenges of Health Care Delivery in the face of disaster

2. The menace of brain drain on Healthcare, Manpower, and Medical Education

The meeting was declared open by the Governor of Bauchi State, His Excellency, Sen. Bala Abdulkadir Mohammed CON (Kauran Bauchi), ably represented by the Deputy Governor of Bauchi State, His Excellency Rt Honorable Auwal Jatau.

Other dignitaries that graced the occasion included the College President, ably represented by the Assistant Secretary General of the West African College of Physicians, Dr. Musa Dankyau, Board of Trustee Chairman, Dr Aderonke Manuwa- Olumide, Vice Chancellor, ATBU, Professor Abdulazeez Mohammed, Vice Chancellor, Bauchi State University Gadau, Professor Fatima Ja’afar Tahir, Former Minister of Health, Dr Abubakar Ali Gombe, Chief Medical Director Abubakar Tafawa Balewa University, Bauchi (ATBU), Dr Yusuf Jibrin, Chief Medical Director, Federal Teaching Hospital (FTH), Gombe, Dr Yusuf Mohammed Abdullahi, and Surgeon Captain MJ Salisu, Director, Medical Services, Nigerian Navy.

The conference received goodwill messages from Dr Ali Gombe, Former Minister of Health, CMDs of ATBUTH and FTH Gombe, Executive Chairman, Bauchi State Primary Health Care Development Agency, Dr. Rilwan Mohammed among others.

The Chapter conducted a free medical outreach in collaboration with Bauchi State Government at Durum Village, Bauchi Local Government Area and over 2000 people were treated for various ailments. The outreach exercise also included Tuberculosis sample examinations, Hepatitis A, B, C, Urinalysis, Blood grouping, HIV screening and Rapid Malaria Testing.

A total of two hundred and seventy-three registered participants attended the Conference.

The academic activities included the 19th Sir Samuel Manuwa Lecture titled “Prospects, Promise and Perils of ChatGPT in Health Care, Research and Education” by Dr. Zubairu Iliyasu on behalf of the Faculty of Community Health.

The plenary sessions focused on: Medical Emergencies, Medical Response to Humanitarian crises as well as Brain drain and effects on health care and medical education in Nigeria.

The Faculty Symposium which was presented by Faculty of Family Medicine had speakers who discussed the following topics: Overview of One Health In Africa, What Systems Thinking Brings to SDG-3, Family Physicians and their Continuity of Care Constructs-How it impacts on SDG-3, and how Family Medicine can be a catalyst for One Health and Achieving SDG-3

There were six scientific sessions during which forty-eight high quality scientific papers on health issues relevant to the theme and subthemes were presented.

OBSERVATIONS

1. Knowledge of presentation of Clinical features of Monkey Pox appears to be low especially amongst Health Care Providers.

2. Most individuals who eventually become mentally ill find it difficult to adhere to multiple medication regimens.

3. Artificial Intelligence/ChatGPT has the potential to enhance patients’ care by providing quick and accurate responses to inquiries. It is also able to improve health care delivery efficiency by reducing time and resource requirements for patients’ interaction.

4. The traditional approach of problem-solving techniques in medical sciences hardly encourages collaboration with other systems in achieving SDG-3

5. Protracted conflicts, displacement, and insecurity still affect communities in the NE region and delivery of health care responses.

6. Poor political will by stakeholders in planning for expected natural disasters such as flooding and other climate change factors contributing to overstretching of scarce basic amenities.

7. Implementation and coordination difficulties among different healthcare providers, government agencies, and non-governmental organizations lead to duplication of efforts and inefficient resource utilization, at the detriment of the people in need.

8. Limited or unreliable readily available health data and information systems impedes evidence- based planning and decision-making.

9. Brain drain in Nigeria has been attributed to lack of access to advanced health technologies, dissatisfaction with living and working conditions/environment, poor renumeration, poor career progression and insecurity within and outside the health settings resulting in massive reduction in number of Health care workers and deterioration of health care indices.

RECOMMENDATIONS

1. Considering the increasing prevalence of Monkey Pox in Nigeria, Nigeria Centre for Disease Control (NCDC) and its Partners should improve awareness creation activities on Monkey Pox amongst Health Care Providers and the populace in general.

2. Persons with mental health conditions need to be properly educated (psychoeducation) by mental health Professionals for proper insight and ensure adherence to treatment.

3. Artificial intelligence (AI) is recommended as an important tool in medical diagnosis, research, and service delivery. However, the demerits in the use of AI should always be noted.

4. Specialist doctors, non-specialist doctors and other health workers should modify their prism of seeing the world through mental health models based on systems thinking, since Systems Thinking (ST) has been shown to be the right tool for solving complex problems associated with SDG3.

5. Government should intensify her efforts in ensuring security of lives and properties in Northeast and all other parts of the country.

6. Emergency preparedness and surveillance activities should be strengthened and properly coordinated across the country. Frontline healthcare providers and other emergency workers should be adequately protected and motivated.

7. States and Federal Government should ensure the strengthening and ready availability of health data and information systems so as to ensure effective, efficient evidence-based planning and decision-making.

8. States and Federal Government should as a matter of urgency come up with focused policies and programs aimed at reversing insecurity, poor renumeration, suboptimal working and living conditions and career progression of health care workers. They can also key into the Public- Private Partnership concept towards providing advanced health technologies in health institutions.

RESOLUTIONS

The West African College of Physicians (Nigeria Chapter) would partner with the Federal Government, State Governments, and other relevant stakeholders on means of achieving the above recommendations through advocacy, technical assistance, and capacity building.
